Conditions:
1. He must notify the GDC within 7 days of any post he accepts for which GDC registration is required and the Commissioning Body on whose Dental Performers List he is included.
2. He must provide contact details of his employer to the GDC within 7 days and allow the GDC to exchange information with his employer or any contracting body for which he provides dental services.
3. He must inform the GDC within 7 days of any formal or informal disciplinary proceedings taken against him, from the date of this determination.
4. He must inform the GDC within 7 days of any complaints made against him from the date of this determination.
5. He must inform the GDC within 7 days from the date of application, if he applies for dental employment outside the UK.
6. In advance of providing implant placement or implant restoration services, there must be in place arrangements for supervision by an appointed workplace supervisor nominated by himself and approved by the GDC. The level of supervision will be “supervised*” as defined at the end of these conditions. The workplace supervisor shall be a GDC registrant in the same category of the register as the registrant or higher and with experience of supervision and/or mentorship in relation to implants.
7. He must allow the workplace supervisor to exchange information with the GDC.
8. In relation to any implant assessment and treatment, he shall maintain logs of:
• Pre-assessment
• Radiographic practice
• Treatment options
• Risks & benefits
• Informed consent
• Treatment planning
• Treatment (placement/restoration/outcomes)
• Record keeping
9. The logs must be signed by his workplace supervisor. He must provide copies of these logs to the GDC every 3 months and at least 14 days prior to any review hearing.
10. He must allow his workplace supervisor to provide reports to the GDC every 3 months and at least 14 days prior to any review hearing. The workplace supervisor should provide information and/or feedback concerning the following in relation to implant assessment and treatment:
• Pre-assessment
• Radiographic practice
• Treatment options
• Risks & benefits
• Informed consent
• Treatment planning
• Treatment (placement/restoration/outcomes)
• Record keeping
• Duty of Candour
• On site observed clinical sessions
11. He must allow the GDC to exchange information with his Workplace Supervisor.
12. He must inform within 7 days the following parties that his registration is subject to the conditions and provide evidence of this to the GDC, listed at (1) to (11), above:
a. any organisation or person employing or contracting with him to undertake dental work;
b. any prospective employer (at the time of application);
c. all members of staff at his place of work; and,
d. any Commissioning Body in whose Dental Performers List he is included or seeking inclusion (at the time of application).
13. He must permit the GDC to disclose the above conditions, (1) to (12), to any person requesting information about his registration status.
*Supervised in the circumstances of this case refers to: The registrant’s implant work must be supervised by a person who is registered with the GDC in their category of the register or above with experience of supervision and/or mentorship in relation to implants. The supervisor need not work at the same practice as the registrant, but must make themselves available to provide advice or assistance. The registrant’s work must be reviewed by the supervisor via one to one meetings and case-based discussion prior to commencement of treatment. These meetings must be focused on all areas of concern identified by conditions 8 and 10 and should also include review of treatment outcomes, as described in the logs under those conditions. The registrant’s clinical work in relation to implants must be observed by the supervisor on-site at least once in any four-week period (if any such clinical work is carried out in that four-week period). For the avoidance of doubt, this means that in any four-week period during which the registrant provides implant placement or implant restoration services, he must be observed by the supervisor on-site on at least one occasion during that four-week period when carrying out such work.
Registration History:
At a review hearing on 30 August 2024 the Interim Orders Committee varied and continued Mr Popoola's conditions for the remainder of the 12 month order. On 4 July 2024 the High Court extended the order for 12 months. The order was originally imposed on 05 October 2023 for 15 months.
