Conditions:
1. He must notify the GDC within 7 days of any post he accepts for which GDC registration is required and the Commissioning Body on whose Dental Performers List he is included. 2. He must provide contact details of his employer to the GDC within 7 days and allow the GDC to exchange information with his employer or any contracting body for which he provides dental services. 3. He must inform the GDC within 7 days of any formal or informal disciplinary proceedings taken against him, from the date of this determination. 4. He must inform the GDC within 7 days of any complaints made against him from the date this determination. 5. He must inform the GDC within 7 days from the date of application, if he applies for dental employment outside the UK. 6. He must have a chaperone with him. He must provide the name and full contact details of any chaperone(s) to the GDC within seven days of this determination. The chaperone is to be a GDC registrant and is to be approved by the GDC. The chaperone must submit a signed statement to the GDC confirming that they consent to act in this role. 7. He must ensure that his chaperone is notified of the conditions. He must provide evidence of this to the GDC within seven days of the chaperone being approved. 8. He must allow the GDC to exchange information about his conditions with any chaperone. 9. He must provide a log to the GDC every two months and at least 14 days before any review hearing. The logs should be signed by the chaperone. The log should detail: • any female patients treated without a chaperone in a life-threatening emergency. 10. At any time he is providing dental services, which require him to be registered with the GDC, he must agree to the appointment of a reporter nominated by him and approved by the GDC. The reporter shall be a GDC registrant. The reporter may but need not work in the same practice as the registrant. The registrant must make members of the dental team aware that they could notify the reporter of any concerns about his fitness to practise and/or compliance with these conditions. 11. The chaperone and the reporter could be the same person. 12. He must provide a report from the reporter to the GDC every two months and at least 14 days prior to any review hearing. This report should include: • Confirmation of compliance from the chaperone(s) with condition 6 and 8 above; • Confirmation of compliance with these conditions; • Confirmation of any complaint received; • Any other relevant information. 13. He must allow the GDC to exchange information with his reporter. 14. He must not engage in single-handed dental practice*. 15. He must not provide dental services work as a locum or out-of-hours. 16. He must inform within 1 week the following parties that his registration is subject to the conditions and provide evidence of this to the GDC, listed at (1) to (15), above: a. any organisation or person employing or contracting with him to undertake dental work; b. any prospective employer (at the time of application); c. all members of staff at his place of work; and, d. any Commissioning Body in whose Dental Performers List he is included or seeking inclusion (at the time of application). 17. He must permit the GDC to disclose the above conditions, (1) to (16), to any person requesting information about his registration status. *Single-handed dental practice A dentist operating as a sole practitioner without the support of other dentists is working single-handedly. If this is the case, the registrant may not be safe to practise without daily contact from a supervisor or without having the option of seeking assistance from a supervisor on site. In those circumstances it may be appropriate to deny a registrant the right to work single-handedly, for the protection of the public.

At a review hearing on 3 July 2024 the Interim Orders Committee continued the conditions on Mr Chin's registration for the remainder of the 18 Month order.
