Conditions:
1. He must notify the GDC within 7 days of any post he accepts for which GDC registration is required and the Commissioning Body on whose Dental Performers List he is included.
2. If employed, he must provide contact details of his employer within 7 days and allow the GDC to exchange information with his employer or any contracting body for which he provides dental services.
3. He must inform the GDC within 7 days of any formal disciplinary proceedings taken against him, from the date of this determination.
4. He must inform the GDC within 7 days of any complaints made against him from the date these conditions take effect.
5. He must inform the GDC if he applies for dental employment outside the UK within 7 days of making any application.
6. At any time, he is providing dental services, which require him to be registered with the GDC, he must agree to the appointment of a reporter nominated by him and approved by the GDC. The reporter could be the same person as the workplace supervisor. The reporter shall be a GDC registrant in the same category of the register as the registrant or higher.
7. He must provide a written report from his reporter to the GDC every three months and at least 14 days prior to any review hearing commenting on his compliance with conditions.
8. He must, at all times whilst he is providing dental services, which require him to be registered with the GDC, place himself under the supervision of a workplace supervisor nominated by him and agreed by the GDC. The level of supervision will be ‘directly supervised’ as defined in the GDC Glossary of Terms*. The workplace supervisor could be the same person as the reporter. The workplace supervisor shall be a GDC registrant in the same category of the register as the registrant or higher.
9. He must not return to work until the reporter and workplace supervisor have been approved by the GDC.
10. He must provide the reporter and workplace supervisor with a copy of this determination immediately after the reporter and workplace supervisor have been approved by the GDC. Evidence that this information has been provided to the reporter and workplace supervisor must be forwarded to the GDC within 7 days of disclosure.
11. He must allow the GDC to exchange information with the reporter and workplace supervisor.
12. He must provide a report from his workplace supervisor to the GDC every three months and at least 14 days prior to any review. The report will address the following areas:
• Record keeping
• Radiographic practice
• Medical history taking
• Treatment planning
• Diagnosis/treatment of caries
• Diagnosis/treatment of periodontal disease
• Completion of WHO Surgical Checklist
• Extractions
• Following appropriate, relevant and authoritative guidance in respect of Oral cancer
• Referrals
• Orthodontic assessment
• Process for obtaining valid consent
13. He must maintain logs, which must be signed by his workplace supervisor, of his practice in the following areas:
• Record keeping
• Radiographic practice
• Medical history taking
• Treatment planning
• Diagnosis/treatment of caries
• Diagnosis/treatment of periodontal disease
• Completion of WHO Surgical Checklist
• Extractions
• Following appropriate, relevant and authoritative guidance in respect of Oral cancer
• Referrals
• Orthodontic assessment
• Process for obtaining valid consent
14. He must provide copies of logs to the GDC every 3 months and at least 14 days prior to any review hearing, or alternatively confirm there have been no such cases.
15. He must not work as a locum or undertake any out-of-hours work or on-call duties.
16. He must inform within 1 week the following parties that his registration is subject to the conditions, listed at (1) to (15), above:
a. Any organisation or person employing or contracting with him to undertake dental work.
b. Any prospective employer (at the time of application).
c. The Commissioning Body in whose Dental Performers List he is included, or seeking inclusion (at the time of application).
17. He must permit the GDC to disclose the above conditions, (1) to (16), to any person requesting information about his registration status.
*Levels of workplace supervision
• Direct Supervised
The workplace supervisor must observe the registrant’s day-today work, as prescribed in the relevant condition or undertaking. The workplace supervisor must always be on site and available to directly observe the day-to-day work of the registrant. Where the workplace supervisor is unavailable through illness or planned absence, the registrant must not carry out their work unless an approved alternative workplace supervisor is in place. Conditions or undertakings will specify which element(s) of a registrant’s practice to observe.

Registration History:
At a review hearing on 29 January 2025 the Interim Orders Committee revoked the suspension previously imposed on Mr Kamara's registration and replaced them with an order of conditions for the remainder of the High Court extension order. The order was originally imposed on 18 December 2020 for 18 months. On 18 June 2022 the High Court extended the order for 9 months. On 7 March 2023 the High Court extended the order for a further 12 months. On 14 March 2024 the High Court extended the order for a further 12 months. On 7 March 2025 the High Court extended the order again for a further 12 months.
This will be reviewed within 6 months.
Mr Kamara is currently subject to two interim orders under separate referrals.
At a review hearing on 29 January 2025 the Interim Orders Committee revoked the suspension on Mr Kamara's registration and imposed conditions for the remainder of the order.
On 7 March 2025 the High Court extended the order for a further 12 months. This will be reviewed within 6 months.
