Conditions:
1. He must notify the GDC within 7 days of any post he accepts for which GDC registration is required and the Commissioning Body on whose Dental Performers List he is included.
2. If employed, he must provide contact details of his employer to the GDC within 7 days of this determination and allow the GDC to exchange information with his employer or any contracting body for which he provides dental services.
3. He must inform the GDC within 7 days of any formal disciplinary proceedings taken against him, from the date of this determination.
4. He must inform the GDC within 7 days of any complaint made against him, from the date of this determination.
5. He must inform the GDC if he applies for dental employment outside the UK, within 7 days of such an application being made.
6. He must not engage in *single-handed dental practice and must only work at premises where another dental professional or dental professionals are working at the same time as he is working and with whom he has made personal contact before he commences treatment of patients at each session.
7. At any time he is providing dental services, which require him to be registered with the GDC, he must agree to the appointment of a Reporter who works at the same premises. The Reporter shall be a GDC registered dentist, nominated by him and approved by the GDC.
8. He must allow the Reporter to provide reports to the GDC monthly, and at least 14 days prior to any review. The reports will include details of the compliance with these conditions and whether there have been any concerns or complaints raised.
9. At any time he is employed, or providing dental services, which requires him to be registered with the GDC, he must place himself and remain under the **direct supervision of a Workplace Supervisor, who is registered in the same category or higher, nominated by him, and agreed by the GDC. The role of the Workplace Supervisor and the Reporter can be merged.
10. He must allow the Workplace Supervisor to provide reports to the GDC monthly, and at least 14 days prior to any review. The reports will include details of the discussions and any action points resulting from the one-to-one meetings and cover (including but not limited to) the following areas of clinical practice:
• Examinations
• Diagnosis
• Treatment planning
• Extractions
• Restorative Treatment
• Periodontal Treatment
• Endodontic Treatment
• Local Anaesthetic Administration
11. He must not return to work until the Workplace Supervisor has been approved by the GDC.
12. He must allow the Reporter / Workplace Supervisor and the GDC to exchange information.
13. He must not work as a locum or undertake any out-of-hours work or on-call duties.
14. He must complete and submit a log of cases for every case he undertakes which relates to the clinical areas set out in condition 10, approved and signed by his Workplace Supervisor, to the GDC every month and at least 14 days prior to any review hearing.
15. He must inform within 7 days the following parties that his registration is subject to the conditions, listed at 1 to 14 above, and provide evidence to the GDC that this has been done:
a. Any organisation or person employing or contracting with him to undertake dental work;
b. Any prospective employer (at the time of application);
c. The Commissioning Body or Health Board in whose Dental Performers List he is included or seeking inclusion (at the time of application);
d. Every member of the dental team and all employees at the practice(s) where he works. They must also be informed that they should contact the Reporter / Workplace supervisor and the GDC immediately if they are concerned about his fitness to practise and/or his compliance with the conditions for the Reporter / Workplace Supervisor to include within their report.
16. He must permit the GDC to disclose the conditions, listed at 1 to 15 above, to any person requesting information about his registration status.
*Single-handed dental practice
A dentist operating as a sole practitioner without the support of other dentists is working single-handedly. If this is the case, the registrant may not be safe to practise without daily contact from a supervisor or without having the option of seeking assistance from a supervisor on site. In those circumstances it may be appropriate to deny a registrant the right to work single-handedly, for the protection of the public.
**Directly supervised
The workplace supervisor must observe the registrant’s day-to-day work, or the particular element(s) of the registrant’s work, as prescribed in the relevant condition or undertaking. The workplace supervisor must always be on site and available to directly observe the specified element(s) when the registrant is working. Where the workplace supervisor is unavailable through illness or planned absence, the registrant must not carry out the specified element(s) of their work unless an approved alternative workplace supervisor is in place. Conditions or undertakings will specify which element(s) of a registrant’s practice to observe.
Registration History:
At a review hearing on 27 January 2025 the Interim Orders Committee continued the conditions on Mr Fisher's registration for the remainder of the 18 month order. The order was originally imposed from 28 February 2024. This will be reviewed in 6 months. The conditions on registration are listed on Mr Fisher's register entry.
