Conditions:
1. He must notify the GDC within 7 days of any post he accepts for which GDC registration is required and the Commissioning Body on whose Dental Performers List he is included or seeking inclusion (at the time of application). 2. If employed, he must provide contact details of his employer and allow the GDC to exchange information with his employer or any contracting body for which he provides dental services within 7 days of taking on employment. 3. He must inform the GDC within 7 days of any formal disciplinary proceedings taken against him, from the date these conditions take effect. 4. He must inform the GDC within 7 days if he applies for dental employment outside the UK from the date these conditions take effect. 5. At any time he is employed, or providing dental services, which require him to be registered with the GDC, he must place himself and remain under the supervision* of a workplace supervisor nominated by himself and agreed by the GDC. The supervisor should be registered in the same category or higher and be GDC approved. 6. He must maintain a log detailing every dental treatment or service provided which must be signed by the workplace supervisor. The workplace supervisor will use this log to produce workplace supervisor reports which must be provided to the GDC every 3 months and 14 days prior to any review. 7. The workplace supervisor will be required to provide a report to the GDC every 3 months to confirm the following: • Adequate records are being kept, • Informed patient consent is being appropriately obtained, • Long term treatment planning is being sufficiently carried out, • Information about any new concerns or complaints. 8. He must not work as a locum or undertake any out-of-hours work or on call duties. 9. He must provide evidence to the GDC within 1 week of conditions being in effect which confirms that the following parties have been notified that his registration is now subject to the conditions listed above: • Any organisation or person employing or contracting with him to undertake dental work • Any prospective employer (at the time of application) • The Commissioning Body in whose Dental Performers List he is included, or seeking inclusion (at the time of application) 10. Within 7 days of the conditions being in effect, he must provide current and ongoing indemnity insurance documents every 3 months to the GDC. 11. He must permit the GDC to disclose the above conditions, 1 to 10, to any person requesting information about his registration status. *Supervised The registrant’s day to day work must be supervised by a person who is registered with the GDC in their category of the register or above. The supervisor need not work at the same practice as the registrant, but must make himself/herself available to provide advice or assistance should they be required. The registrant’s work must be reviewed at least once fortnightly by the supervisor via one to one meetings and case-based discussion. These fortnightly meetings must be focussed on all areas of concern identified by the conditions.

He must inform the GDC within 7 days of any complaints. 5. He must inform the GDC within 7 days if he applies for dental employment outside the UK from the date these conditions take effect. 6. At any time he is employed, or providing dental services, which require him to be registered with the GDC, he must place himself and remain under the supervision* of a workplace supervisor nominated by himself and agreed by the GDC. The supervisor should be registered in the same category or higher and be GDC approved. 7. He must maintain a log, which must be signed by the workplace supervisor, detailing the following treatment and services: orthodontic and implant treatment and its timely progression; informed consent; communication with patients, specifically reporting all instances where he cancels a patient appointment; patient complaints; and any other patient contact by whatever means which relates to delay, or potential delay, in treatment completion. The workplace supervisor will use this log to produce workplace supervisor reports which must be provided to the GDC every 3 months and 14 days prior to any review. 8. He must provide reports from his workplace supervisor to the GDC every three months and at least 14 days prior to any review hearing. The reports should include details of the discussions and any action points resulting from the one-to-one meetings and cover (including but not limited to) the areas listed within condition 7. 9. He must not work as a locum or undertake any out-of-hours work or on call duties. 10. He must inform within 7 days the following parties that his registration is subject to the conditions listed above and provide written evidence to the GDC that this has been done within 7 days. • Any organisation or person employing or contracting with him to undertake dental work • Any prospective employer (at the time of application) • The Commissioning Body in whose Dental Performers List he is included, or seeking inclusion (at the time of application) 11. Within 7 days of the conditions being in effect, he must provide current and ongoing indemnity insurance documents every 3 months and 14 days prior to any review hearing to the GDC. 12. He must permit the GDC to disclose the above conditions, 1 to 13, to any person requesting information about his registration status. *Supervised: “the workplace supervisor must supervise the registrant’s day-to-day work in a way prescribed in the relevant condition or undertaking. The workplace supervisor does not need to work at the same practice as the registrant, but they must be available to provide advice or assistance if the registrant needs it. Where the workplace supervisor is unavailable through illness or planned absence, the registrant must not work, unless an approved alternative workplace supervisor is in place. The workplace supervisor must review the registrant’s work at least once a fortnight in one-to-one meetings and case-based discussions. These meetings must focus on all areas of concern identified by the conditions or undertakings. These meetings should usually be in person. If this is not possible, at least one of every two fortnightly meetings must be in person”

On 30 January 2025, the Interim Orders Committee imposed conditions on Mr McGovern's registration for a period of 18 months. This will be reviewed in 6 months. At a review hearing on 31 January 2025, the Interim Orders Committee varied and continued the conditions on Mr McGovern's registration for the remainder of the High Court extension order. The order was originally imposed on 22 February 2023 for 15 months. On 15 May 2024 the High Court extended the order for 12 months. This will be reviewed in 3 months.
