Conditions:
1. He must notify the GDC within 7 days of any post he accepts for which GDC registration is required and the Commissioning Body on whose Dental Performers List he is included. 2. If working privately, he must inform the Regional Director of Public Health that he is subject to investigation by the GDC and of these conditions. 3. If employed, he must provide contact details of his employer to the GDC within 7 days of this determination and allow the GDC to exchange information with his employer or any contracting body for which he provides dental services. 4. He must inform the GDC within 7 days of any formal disciplinary proceedings taken against him, from the date of this determination. 5. He must inform the GDC within 7 days of any complaint made against him, from the date of this determination. 6. He must inform the GDC if he applies for dental employment outside the UK, within 7 days of such an application being made. 7. He must not work as a locum. 8. At any time, he is employed or providing dental services which require him to be registered with the GDC, he must place himself and remain under the supervision* of a workplace supervisor nominated by him and approved by the GDC. 9. He must inform all those who work with him, and/or those who are employed by him, that his registration is subject to these conditions, the details of the conditions, and provide them with the name and contact details of his workplace supervisor. 10. He must not start or restart work until his workplace supervisor has been approved by the GDC. 11. He must present the workplace supervisor with a copy of this determination immediately after the supervisor has been approved by the GDC. Evidence that the determination has been provided to the workplace supervisor must be forwarded to the GDC within 7 days of disclosure. 12. He must permit the GDC and the workplace supervisor to exchange information. 13. He must provide a report from his workplace supervisor to the GDC every 3 months and at least 14 days prior to any review. The reports will include details of the discussions and any action points resulting from the one-to-one meetings and address the following areas: • Root canal treatment; • Discussing full risks, options and benefits of proposed treatment; • Informed consent; • Record keeping; • Radiographic practice; • Health and safety, including decontamination and infection control; • Complaints handling. 14. He must agree to the appointment of a reporter nominated by him. They can be the same person as his workplace supervisor. The reporter must be a GDC registrant and must be approved by the GDC. The reporter must be informed that they should contact the GDC immediately if they are concerned about his fitness to practise and/or his compliance with the conditions. 15. He must allow the reporter to provide reports to the GDC every 3 months and at least 14 days prior to any review. The reports shall confirm whether: • He has complied with the conditions on his registration; • There are any concerns about his conduct in the workplace, in particular with regards to his communication with colleagues and/or patients; • Any complaints have been made against him and if so, the outcome of those complaints. 16. He must inform within 7 days the following parties that his registration is subject to the conditions, listed at 1 to 15, above: a. Any organisation or person employing or contracting with him to undertake dental work; b. Any prospective employer (at the time of application); and c. The Commissioning Body or Health Board in whose Dental Performers List he is included or seeking inclusion (at the time of application). d. The Regional Director of Public Health Evidence that these parties have been informed that his registration is subject to conditions must be forwarded to the GDC within 7 days of disclosure.
17. He must permit the GDC to disclose the above conditions 1 to 16 to any person requesting information about his registration status. *Supervision The registrant’s day to day work must be supervised by a person who is registered with the GDC in their category of the register or above. The supervisor need not work at the same practice as the registrant but must make themselves available to provide advice or assistance should they be required. The registrant’s work must be reviewed at least once fortnightly by the supervisor via one-to-one meetings and case-based discussion. These fortnightly meetings must be focused on all areas of concern identified by the conditions/undertakings. These meetings should take place face to face however, as a minimum, at least one of the two meetings must be face to face per month.
Registration History:
At a review hearing on 2 August 2024 the Interim Orders Committee continued the conditions on Mr Coetsee's registration for the remainder of the 12 month High Court extension order. The order was originally imposed on 14 December 2022 for 12 months. On 7 December 2023 the High Court extended the order for 12 months. This will be reviewed in 6 months.
