Conditions:
1. You must provide the GDC, within seven days, the contact details and arrangements for any appointment you accept or are currently undertaking which requires GDC registration, and allow the GDC to exchange information with your employer or any contracting body for which you provide dental services.
You must also provide the GDC, within seven days, the contact details for the
commissioning body in whose Dental Performers List you are included, or seeking
inclusion (at the time of application).
2. From the date that these conditions take effect, you must inform the GDC within
seven days of being notified of:
i. any formal or disciplinary action being taken against you;
ii. any NHS investigation;
iii. any regulatory or enforcement action taken against you;
iv. any patient complaint received about your clinical practice or conduct at work.
3. You must inform the GDC, within seven days of these conditions taking effect, if you are registered with any overseas regulator (or equivalent authority) or within seven days of making an application for registration with any overseas regulator or
equivalent authority.
4. At any time you are employed to provide dental services which require you to be
registered with the GDC, you must remain under close supervision* of a workplace
supervisor nominated by you and approved by the GDC. The workplace supervisor
must be a GDC registered dentist and may be the same individual as the workplace
reporter appointed under the Conditions imposed by the PCC on 6 September 2024.
You must not start / re-start work until your proposed workplace supervisor has been approved by the GDC.
5. You must carry out an audit in the following areas of your practice every three
months. The audit must be checked and signed by your workplace supervisor:
• informed consent;
• record keeping;
• diagnosis of caries;
• infection control.
6. You must provide a copy of this audit to the GDC every three months and at least 14 days prior to any review hearing or, alternatively, provide a statement, which has
been counter-signed by your workplace supervisor, confirming there have been no
such cases.
7. You must provide reports from your workplace supervisor to the GDC every three
months and at least 14 days prior to any review hearing. Reports should be in
relation to:
• informed consent;
• record keeping;
• diagnosis of caries;
• infection control;
• patient care and communication;
• communication and working relationships with staff.
8. Within seven days of these conditions taking effect you must agree to the
appointment of a chaperone or chaperones, nominated by you and approved by the
GDC. Your chaperone(s) must be a GDC registrant.
9. Within seven days of these conditions taking effect, you should share a copy of these conditions with your chaperone(s) and provide written evidence to the GDC that you have done so.
10. Except in life threatening emergencies, you must not undertake consultations or
treatment to patients [under the age of 18] without your chaperone(s) present.
11. You must maintain a log of all consultations with/ treatment to patients [under 18], which must be signed by your chaperone(s) confirming your chaperone(s)’ presence throughout the consultation.
12. You must maintain a log detailing every case where you have undertaken a
consultation with a patient [under 18] in a life threatening emergency, without your
chaperone present.
13. You must provide a copy of these logs to the GDC every three months and at least 14 days before any review hearing. Alternatively, you must provide a statement confirming there have been no such consultations. The log or statement must be signed by your chaperone(s).
14. You must provide reports from your chaperone(s) to the GDC at least every three months and at least 14 days prior to any review hearing. The reports should be in relation to:
• patient care and communication;
• communication and working relationships with staff.
15. You must inform, within seven days, the following parties that your registration is subject to the conditions listed at 1 - 14:
• any organisation or person employing you or who has an arrangement with you to undertake dental work;
• any professional regulatory body you are registered with, or apply to be registered with (at the time of application);
• any prospective employer (at the time of application);
• the commissioning body in whose Dental Performers List you are included, or seeking inclusion (at the time of application);
• the NHS England regional director of public health.
You must forward written evidence of your compliance with this condition to the GDC within seven days of notifying the relevant parties of your conditions.
16. You must permit the GDC to disclose the above conditions, (1) to (15), to any person requesting information about your registration status.
*Close supervision: The workplace supervisor must supervise the Registrant’s day-to-day work in a way prescribed in the relevant condition or undertaking. The workplace supervisor must always be on site and available when the Registrant is working. Where the workplace supervisor is unavailable through illness or planned absence, the Registrant must not work unless an approved alternative workplace supervisor is in place.
The workplace supervisor must review the Registrant’s work at least twice a week in one-to-one meetings using case-based discussions. These meetings must focus on all areas of concern identified by the conditions. These meetings can be in person or via video conferencing.

Conditions:
1. He must work with a Postgraduate Dental Dean/Director (or a nominated deputy), to formulate a Personal Professional Development Plan, specifically designed to address the deficiencies in his adherence to the laws, regulations, standards and guidance in respect of:
• medical emergencies,
• infection control,
• radiology, and
• good governance.
2. He must forward a copy of this Personal Professional Development Plan to the GDC within three months of the date on which these conditions become effective.
3. He must meet with the Postgraduate Dental Dean/Director (or a nominated deputy), on a regular basis to discuss his progress towards achieving the aims set out in his Personal Professional Development Plan. The frequency of his meetings is to be set by the Postgraduate Dental Dean/Director (or a nominated deputy).
4. He must allow the GDC to exchange information about the standard of his professional performance and his progress towards achieving the aims set out in his Personal Professional Development Plan with the Postgraduate Dental Dean/Director (or a nominated deputy), and any other person involved in his retraining and supervision.
5. He must notify the GDC promptly of any professional appointment he accepts and provide the contact details of his employer or any organisation for which he is contracted to provide dental services and the Commissioning Body on whose Dental Performers List he is included.
6. He must allow the GDC to exchange information with his employer or any organisation for which he is contracted to provide dental services, and any Postgraduate Dental Dean/Director (or a nominated deputy) or reporter, referred to in these conditions.
7. At any time he is providing dental services, which require him to be registered with the GDC, he must agree to the appointment of a reporter nominated by him and approved by the GDC. The reporter shall be a GDC registrant.
8. He must allow the reporter to provide reports to the GDC at intervals of not more than four months and the GDC will make these reports available to any Postgraduate Dental Dean/Director (or a nominated deputy) referred to in these conditions.
9. He must inform the GDC of any formal disciplinary proceedings taken against him, from the date of this determination.
10. He must inform the GDC if he applies for dental employment outside the UK.
11. He must not be responsible for the administration/management of any dental practice.
12. He must engage in dental practice only at a practice he does not own or control.
13. He must not work as a locum or undertake any out-of-hours work or on-call duties without the prior agreement of the GDC.
14. He must inform within one week the following parties that his registration is subject to the conditions, listed at (1) to (13), above:
• Any organisation or person employing or contracting with him to undertake dental work;
• Any locum agency or out-of-hours service he is registered with or applies to be registered with (at the time of application);
• Any prospective employer (at the time of application);
• The Commissioning Body on whose Dental Performers List he is included or seeking inclusion.
15. He must permit the GDC to disclose the above conditions, (1) to (14), to any person requesting information about his registration status.
Registration History:
On 11 December 2025, the Interim Orders Committee imposed conditions on Mr Abdollahi's registration for a period of 18 months. This will be reviewed in 6 months. At a review hearing on 06 September 2024 the Professional Conduct Committee revoked the suspension on Mr Abdollahi's registration, originally imposed on 07 December 2023, and imposed conditions for 18 months. The Committee also imposed an immediate conditions order. This will be reviewed before the end of the order.
