Conditions:
1. She must notify the GDC within 7 days of any professional appointment she accepts that requires GDC registration and provide the full name and contact details of her employer or any organisation for which she is contracted to provide dental services (and the Commissioning Body on whose Dental Performers List she is included or Local Health Board if in Wales, Scotland or Northern Ireland).
2. She must allow the GDC to exchange information with her employer or any organisation for which she is contracted to provide dental services and any workplace supervisor referred to in these conditions.
3. She must inform the GDC within 7 days of any complaints made against her from the date these conditions take effect.
4. She must inform the GDC of any formal disciplinary proceedings taken against her, from the date of this determination.
5. She must inform the GDC if she applies for dental employment outside the UK, within 7 days of application.
6. She must, before undertaking any locum, out-of-hours, or on-call work, notify the GDC of the agency or employer through or on behalf of whom the work is due to be carried out, as well as the type and frequency of the work, including any rotas or shift patterns (where available). If work is to be carried out on an emergency basis, she must notify the GDC within seven days of having carried out the work.
7. At any time she is providing dental services, which require her to be registered with the GDC, she must agree to the appointment of a Reporter. The Reporter shall be a GDC registered dentist, nominated by her and approved by the GDC.
8. She must allow the Reporter to provide reports to the GDC every 3 months, and at least 14 days prior to any review. The reports will include details of the compliance with these conditions and whether there have been any concerns or complaints raised.
9. At any time that she is employed, or providing dental services, which require her to be registered with the GDC; she must place herself and remain under the *supervision of a Workplace Supervisor nominated by her and agreed by the GDC. She may not start work until a Workplace Supervisor has been approved by the GDC. The Workplace Supervisor and the Reporter can be the same person.
10. Within 7 days of approval, she must provide the GDC with written confirmation that the Workplace Supervisor and/or Reporter have had sight of the determination of this Professional Conduct Committee.
11. She must keep her professional commitments under review and limit her dental practice in accordance with her Workplace Supervisor’s advice.
12. She must allow her Workplace Supervisor to provide reports to the GDC at intervals of not more than 3 months and at least 14 days before any review hearing. The reports will include details of the discussions and any action points resulting from the one-to-one meetings and cover (including but not limited to) the following areas of practice:
a. NHS Claiming
13. She must complete and submit a log of cases for every case she undertakes which includes any NHS claiming, approved and signed by her Workplace Supervisor, to the GDC every 3 months and at least 14 days prior to any review hearing.
14. Within 7 days of this determination, she must inform the following parties that her registration is subject to the conditions, listed at 1 to 13 above, and provide the GDC with written evidence of this:
a. Any organisation or person employing or contracting with her to undertake dental work;
b. Any prospective employer (at the time of application);
c. The Commissioning Body on whose Dental Performers List she is included or seeking inclusion, or Local Health Board if in Wales, Scotland or Northern Ireland (at the time of application).
15. She must permit the GDC to disclose the conditions, listed at 1 to 14 above, to any person requesting information about her registration status.
* Supervised
The workplace supervisor must supervise the registrant’s work in a way prescribed in the relevant condition or undertaking. The workplace supervisor does not need to work at the same practice as the registrant, but they must be available to provide advice or assistance if the registrant needs it. Where the workplace supervisor is unavailable through illness or planned absence, the registrant must not work, unless an approved alternative workplace supervisor is in place.
The workplace supervisor must review the registrant’s work at least once a fortnight in one-to-one meetings and case-based discussions. These meetings must focus on all areas of concern identified by the conditions or undertakings. These meetings should, where possible, be in person. If in person meetings are not possible, they should be carried out via a video conferencing platform such as Zoom or Microsoft Teams.
Registration History:
On 21 June 2024 the Professional Conduct Committee granted Ms Houghton’s application to be restored to the register and directed that her registration be subject to conditions for 12 months. The conditions will be reviewed before the end of the order. The Committee also ordered that her registration be made conditional immediately.
