Conditions:
1. You must notify the GDC within 7 days of any post you accept for which GDC registration is required and the Commissioning Body on whose Dental Performers List you are included.
2. You must provide contact details of your employer to the GDC within 7 days and allow the GDC to exchange information with your employer or any contracting body for which you provide dental services.
3. You must inform the GDC within 7 days of any formal or informal disciplinary proceedings taken against you, from the date of this determination.
4. You must inform the GDC within 7 days of any complaints made against you from the
date this determination.
5. You must inform the GDC within 7 days from the date of application, if you apply for dental employment outside the UK.
6. At any time you are employed or providing dental services, which require you to be registered with the GDC, you must agree to the appointment of a work place supervisor nominated by yourself and approved by the GDC. The level of supervision, with the exception of the specific matters in Condition 7, will be supervised* as defined at the end of these conditions. The workplace supervisor shall be a GDC registrant in the same category of the register or higher.
7. You may only make a diagnosis and plan treatment under the direct supervision of another dentist. This restriction applies to all patients, including both routine and urgent cases, and your workplace supervisor will provide direct** supervision to enable you carry out initial examinations and make treatment plans.
8. You must allow the workplace supervisor to exchange information with the GDC.
9. You must allow your workplace supervisor to provide reports to the GDC every 3 months and at least 14 days prior to any review hearing. The Workplace Supervisor should provide information and/or feedback concerning the following:
• Record keeping
• Diagnosis of caries
• Radiographic practice
• Medical history assessment
• Dental charting
• Any concerns or complaints regarding patient care
• Treatment planning
• Consent
10. You should complete audits of the following aspects of patient care on 10 patients randomly selected by your Workplace Supervisor:
• Record keeping
• Radiographic practice
• Dental charting
• Any concerns or complaints regarding patient care
• Treatment planning
• Consent
11. These audits must be checked and signed by your Workplace Supervisor. You must provide copies of these audits to the GDC every 3 months and at least 14 days prior to any review hearing.
12. You must allow the GDC to exchange information with your Workplace Supervisor.
13. You may only carry out a treatment plan that you have already made when authorised to do so by another dentist. You may carry out a treatment plan that has been prescribed by another dentist.
14. You must not engage in single-handed dental practice***.
15. You must not provide dental services work as a locum or out-of-hours.
16. You must inform within 1 week the following parties that your registration is subject to the conditions and provide evidence of this to the GDC, listed at (1) to (15), above:
a. any organisation or person employing or contracting with you to undertake dental work;
b. any prospective employer (at the time of application);
c. all members of staff at your place of work; and,
d. any Commissioning Body in whose Dental Performers List you are included or seeking inclusion (at the time of application).
17. You must permit the GDC to disclose the above conditions, (1) to (16), to any person requesting information about your registration status.
*Supervised: the workplace supervisor must supervise the registrant’s day-to-day work in a way prescribed in the relevant condition or undertaking. The workplace supervisor does not need to work at the same practice as the registrant, but they must be available to provide advice or assistance if the registrant needs it. Where the workplace supervisor is unavailable through illness or planned absence, the registrant must not work, unless an approved alternative workplace supervisor is in place.
The workplace supervisor must review the registrant’s work at least once a fortnight in one-to-one meetings and case-based discussions. These meetings must focus on all areas of concern identified by the conditions or undertakings. These meetings should usually be in person. If this is not possible, at least one of every two fortnightly meetings must be in person.
**Directly Supervised: the workplace supervisor must observe the registrant’s day-to day work, or the particular element(s) of the registrant’s work, as prescribed in the relevant condition or undertaking. The workplace supervisor must always be on site and available to directly observe the specified element(s) when the registrant is working. Where the workplace supervisor is unavailable through illness or planned absence, the registrant must not carry out the specified element(s) of their work unless an approved alternative workplace supervisor is in place. Conditions or undertakings will specify which element(s) of a registrant’s practice to observe
***Single-handed dental practice: A dentist operating as a sole practitioner without the support of other dentists is working single-handedly.
Registration History:
At a review hearing on 25 February 2026, the Interim Orders Committee continued the conditions on Mr Ahmed's registration for the remainder of the 12 months Extension order. The interim order was originally imposed on 30 January 2023 for 18 months. On 24 June 2024 the High Court extended the order for 12 months. On 8 July 2025 the High Court extended the order again for 12 months. This will be reviewed in 6 months. The conditions on registration are listed on Mr Ahmed's register entry.
